Sie haben mehrere logische Probleme in Ihrem Code

  1. In if (isGPSEnabled) fragen Sie zuerst nach einem aktuellen Standort und prüfen dann, ob ein alter Standort vorhanden ist. if (isNetworkEnabled) gilt für if (isNetworkEnabled) .
  2. Die Anfrage für einen neuen Standort dauert einige Sekunden bis 20 Minuten. Also sollten alle weiteren Schritte in onLocationChanged() die Sie leer gelassen haben.
  3. Da Sie auch nach einem alten Standort fragen, besteht die Möglichkeit, dass irgendwo auf Ihrem Gerät ein alter Standort mit 0.0.0.0 gespeichert wird, der Ihnen den falschen Wert gibt.

update: - Wie von OP gesagt, war das Problem kein klarer Zellenempfang. Einmal unter freiem Himmel, bekam er korrekte GPS-Messwerte.
